When is this project expected to move beyond the conceptual phase? When will abutters be notified of a definitive plan?
Scott, the proposal they have been working on is designed to conform to the new Seasonal Resort Zoning the Town adopted last fall. The project will need to be reviewed by the Dennis Conservation Commission as it is in a coastal wetland resource area. Board of Health control is superseded on this project as their is an administrative consent order in place by Mass DEP which sets a timetable for implementing a waste water treatment plant on the property. As the new zoning makes the use “by-right” in the district, there is no Special Permit requirement from either the Planning Board or Board of Appeals. I have had discussions with the owner and his representative regarding Planning Board involvement. I expect that there will be some type of informational session with the Planning Board when the plans get further detailed.
My understanding of their timetable is that they expect to break ground in the fall/winter of 2012. They are currently working on their Conservation Commission filing. The are also working on their waste water collection and treatment system with the officials at the state. As I get updates on the project’s status, I will try to keep the blog updated.

Outline how the Town of Dennis plans on supporting the increased level of vehicular traffic. Additionally ratio of pre and post occupancy and current town occupancy limits. What is the “good neigbor” policy of Heritage Sands?
Interestingly, I was going over traffic generation with the Cape Cod Commission just this week and we found the following information regarding traffic generation:
The ITE Trip Generation Rate for RV Parks (ITE Code 416) suggests 0.37 trips per camp site in the peak hour and 74.38 per acre for average daily travel. The existing RV park therefore generates about 576 daily trips and about 61 afternoon peak hour trips.
A “recreational home (ITE Code 260),” the closest category for a cottage colony, would generate 3.16 trips per week day, and 1.6 am peak hour .26 trip in the peak hour. As a 65 unit cottage colony this would be about equal, with 205 daily trips with 104 of these occurring during the morning peak and 17 during the afternoon peak hour periods.
The conclusion, the change to a Seasonal Cottage Colony with only 65 units would generate less traffic than today.
Having visited the RV parks in town, when an RV says it can sleep 6 or 8 people, it most assuredly is doing so. Board of Health occupancy standards presently grandfather structures that predate state health codes, Heritage Sands, or any newly constructed or expanded cottage anywhere else will be required to comply with health code occupancy limits.
As to specific questions regarding Heritage Sands itself I have to refer you to them. However, their representatives do visit the blog, so hopefully they will provide answers here.
