HR 3370 Homeowner Flood Insurance Affordability Act of 2014 – Change to Modification Value Compliance Trigger

A little known portion of the Biggert-Waters Act was a change to the remodeling trigger for bringing a home into compliance with flood construction standards. I will point out that much of the material I have from FEMA does not include this change, granted much of their brochures pre-date July 2012.  Biggert-Waters lowered the threshold for when remodeling required bringing a structure into compliance with flood zone construction standards. Biggert-Waters lowered the threshold on remodeling from 50% to 30% of fair market value of the structure. HR 3370 Homeowner Flood Insurance Affordability Act of 2014 changes this back to 50% for remodeling.
