Just one comment, it is not because we did not care about aesthetics when we adopted our building height changes in the flood zone. Previously we had a building height measured from finished grade, which allowed/encouraged a homeowner to fill the floodplain to elevate their structure. Given, once they started bringing in fill, there was no limit on how high they could elevate the land on a parcel, the zoning change did effect a height limitation. In these areas, essentially, the possible building height is virtually the same today as it was before the zoning change, we only attempted to control how it is accomplished.  It also stops someone from bringing 8 feet of fill to elevate a structure where the base flood elevation might have only required the house to go up 4 feet.
